Introduction

SWCorp is a Federal Statutory Body established on 1 June 2008, under the Solid Waste and Public Cleansing Management Corporation Act (Act 673).
SWCorp is managed under KPKT to administer and enforce the Solid Waste and Public Cleansing Management Act 2007 (Act 672), ensuring more efficient and integrated solid waste and public cleansing management services (PSPPA).
Since 2011, SWCorp has been monitoring the regulatory compliance of concession companies to:
• ensure increased systematic and efficient monitoring procedures
• be utilised by all SWCorp enforcement officers during patrol activities
• ensure compliance with Key Performance Indicators (KPIs) regarding work implementation by concession companies in the field.

This involves the responsibility of concession companies to provide and update collection and public cleansing schedules, and upload them to the i-Schedule system two (2) months before the schedules are implemented. SWCorp branch managers are responsible for distributing these schedules to enforcement assistants in the field using the Cleanliness Control Monitoring System (SPKK) to facilitate them in checking schedules and conducting regulatory monitoring of concession companies in the field.
Field Regulatory Procedures:
• Carrying out regulatory monitoring of collection and public cleansing services in the field according to the daily operation schedule in the SPKK system.
• Ensuring that concession companies perform the public collection and cleaning services in the field and comply with established KPIs.
• Recording details of KPI non-compliance in the SPKK system.
• Taking pictures as evidence of KPI non-compliance using the SPKK system.
• Reporting KPI non-compliance to concession companies for corrective action. (Enforcement Assistant)
