KPI is defined as a yardstick for measuring the level of conformity to service standards in achieving quality targets. Therefore, KPIs for solid waste collection services and public cleansing services are provided for the following purposes:
To ensure the quality of solid waste collection and public cleansing services provided by Concession Companies meet established standards and work quality; and
To create a uniform system for the Government to monitor and evaluate services provided by Concession Companies.
These KPIs are divided into two (2) classes: Primary (P) and Secondary (S). The difference between the two classes is as follows:
Primary Class indicates violations related to the service quality of Concession Companies that will immediately and significantly impact operations, environmental cleanliness and public health; whereas
Secondary Class indicates violations related to the service quality of Concession Companies that will affect operational efficiency and public comfort.
The total number of KPIs for solid waste collection services is twenty-four (24) indicators, consisting of four (4) indicators for Primary class and twenty (20) indicators for Secondary class.
The total number of KPIs for public cleansing services is fifty-one (51) indicators, consisting of two (2) indicators for Primary class and forty-nine (49) indicators for Secondary class.
The KPIs for public cleansing services are also divided into general KPIs for all public cleansing activities and specific KPIs for designated public cleansing activities.
