Objectives
- To establish an organised and effective management system for commercial, industrial and institutional solid waste.
- To implement legal processes for the management of commercial, industrial and institutional solid waste.
- To raise public awareness about commercial, industrial and institutional solid waste management.
- To manage licensing for the collection services of commercial, industrial and institutional solid waste.

Policy and Compliance Section
- To prepare and recommend guidelines and regulations for commercial and institutional premises to JPSPN.
- To develop Standard Operating Procedures (SOPs) for monitoring and enforcing solid waste management at commercial and institutional premises.
- To draft, recommend and implement technical regulations and guidelines for commercial, industrial, and institutional solid waste enforcement to JPSPN.
- To plan promotional programmes, briefings, awareness campaigns and dissemination of information on solid waste management at commercial and institutional premises to relevant parties.
- To award the Commercial, Industrial and Institutional Sector Star Rating (STAR-CII) 2023 to commercial, industrial and institutional entities.
- To collaborate with award recipients to collect solid waste management data at each premise.
- To establish partnerships with government and private agencies to promote good solid waste management practices at commercial, industrial and institutional premises.
- To provide input and information for activities aimed at fostering 3R practices towards zero waste implementation at commercial, industrial and institutional premises.
Data and Licensing Section
- To compile and update information on commercial, industrial and institutional premises in the EDICI system.
- To review applications from AP Plastic export companies for recommendation of approval to JPSPN through the EDICI V.2.0 system.
- To review and process licence applications from operators or service providers for the collection of commercial, industrial and institutional solid waste.
- To inspect premises applying for plastic waste import permits for recommendation to JPSPN, if necessary.
- To inspect containers for HS Code 3915 trade and unclaimed goods for recommendation to JPSPN/LPK.
- To collaborate with government and private agencies to promote good solid waste management practices at commercial, industrial and institutional premises.
- To collect and analyse data on solid waste collection at commercial, industrial and institutional premises through the EDICI V.2.0 system.
- To update the list of licence holders of collection service companies for commercial, industrial and institutional solid waste for public display on the SWCorp website.
