Industrial, commercial and institutional solid waste are controlled solid wastes under the Solid Waste and Public Cleansing Management Act 2007 (Act 672). To ensure solid waste management is more effective and reduce the problem of illegal dumping from commercial, industrial or institutional (CII) activities, the Ministry of Housing and Local Government (KPKT) enacted two (2) sets of regulations on 1 August 2018, with enforcement coming into effect on 1 March 2020 pertaining to commercial, industrial and institutional solid waste:

i) Solid Waste and Public Cleansing Management (Scheme for Commercial, Industrial and Institutional Solid Waste) Regulations 2018
ii) Solid Waste and Public Cleansing Management Regulations (Licensing) (Collection Service Providers for Commercial, Industrial and Institutional Solid Waste) 2018

These regulations require all solid waste generators to separate recyclable and non-recyclable solid waste, and appoint licensed waste collection companies to collect solid waste and ensure it is sent to designated facilities to prevent illegal dumping. The regulations also clarify the roles and responsibilities of all parties involved at each stage:
i. solid waste generators
ii. licensed waste collection service providers
iii. licensed transfer station operators
iv. licensed long-distance transport service providers
v. licensed processing and disposal facility operators

Failure to comply with these regulations may result in a fine of up to RM10,000.00.
